Esta pesquisa teve como objetivo analisar o conhecimento teórico de conselhos tutelares sobre o Estatuto da Criança e do Adolescente e suas atuações a partir disso. Para isso, realizamos entrevistas com dois conselhos por meio de um questionário. As respostas foram dadas por escrito e, com elas, pudemos notar convergências e divergências entre esses conselhos. Com a análise, percebemos que cada conselho possui um olhar no seu trabalho, porém ambos possuem consciência de que seu dever é o de proteger e (...) garantir os direitos das crianças e dos adolescentes. Ambos os conselhos admitiram existir interação com a escola, porém, ela se restringe ao controle de frequência e da evasão escolar. Também, ambos remetem casos de violação de direitos à realidade social, afirmando que fatores econômicos não são determinantes nesses atos, porém, nos casos de famílias em situações econômicas desfavoráveis, o conselho tutelar é acionado. Por fim, enquanto um dos conselhos diz que aquele que viola algum direito da criança ou do adolescente deve ser responsabilizado, outro afirma que ele deve intervir com medidas educativas para resgatas a proteção do menor. Concluímos que os conselhos conhecem seus deveres, porém deixam a desejar no que tange à relação com as escolas. (shrink)

Estudo qualitativo exploratórios de literatura cientifica sobre ansiedade em estudantes brasileiros, objetivando identificar fatores relacionados ao desenvolvimento da ansiedade patológica. Os textos foram analisados e agrupados de acordo com análise de conteúdo. Entre os resultados encontramos o enfoque relacional que impacta o self e surge no contexto socioeconômico. Destacamos como agentes que contribuem para a ansiedade: exigência de responsabilidade e autonomia; preocupações com o futuro; não ter tempo para o lazer, ausência de familiares; ser mulher e ser homossexual. Concluímos que (...) o modelo de ensino praticado na universidade causa pressão psicológica pela grande diferença da experiência pedagógica no secundário. Completamos que a Universidade requer promover intervenções que visem o desenvolvimento emocional e cognitivo dos estudantes para que desenvolvam seu método de estudar mais eficiente, lidar melhor com suas dificuldades, e gerar estratégias para lidar com elas, além de organizar o planejamento tempo reservando horas para atividades de lazer e de interação social. The aim of the talk was to present a brief account of the history of investigations about concepts in the last decades, thereby contributing to the diffusion of cognitive science. The central episode in that history is the turning point that resultedfrom the researches carried out by Eleanor Rosch and others from the beginning of the 70's. Those researches constitute a challenge to the CLASSICAL VIEW OF CONCEPTS. The fact that the rejection of the classical view is not a viable (...) alternative generates what we called the PROBLEM OF CONCILIATION - that is, the problem of conciliating the classical view with the modern empirical results. The exposition ends with some suggestions towards the solution of the problem of conciliation.O objetivo da palestra foi o de apresentar um apanhado sucinto da história das investigações sobre conceitos nas últimas décadas, com isso contribuindo para a divulgação da Ciência Cognitiva. O episódio central dessa história é a guinada resultante das pesquisas realizadas por Eleonor Rosch e outros a partir do inicio dos anos setenta. Estas pesquisas colocam em cheque a CONCEPÇÃO CLÁSSICA DE CONCEITOS. The work consists in a discussion of the thesis of neutrality of science and technology, which takes as its starting point some formulations in the Parâmetros Curriculares Nacionais. Neutrality is analised into three components: imparciality, applied neutrality and cognitive neutrality. It is shown that imparciality must be maintained, to avoid falling into relativism, but applied neutrality cannot be sustained, neither as fact nor as value.O texto apresenta uma discussão da tese da neutralidade da ciência, tomando como ponto de partida algumas (...) formulações dos Parâmetros Curriculares Nacionais. This paper consists in an attempt to refute Quine's principle of the indeterminacy of radical translation. The structure of the argument is as follows. The demonstration of the principle in Quine's work rests on certain conception of the process of radical translation. This conception can be maintained only if certain presuppositions are made concerning the nature of language and its speakers. However, if those presuppositions are adopted, there is no reason for not accepting also other presuppositions, which would invalidate Quine's (...) demonstration.O trabalho consiste em uma tentativa de refutação do princípio quineano da indeterminação da tradução radical. A estrutura do argumento é a seguinte. A demonstração do princípio no texto de Quine assenta-se sobre certa concepção do processo de tradução radical. Esta concepção só se sustenta se são adotadas certas pressuposições a respeito da natureza da linguagem e dos falantes. The aim of the paper is to characterize a school of thought-cognitivism -and the discipline to which it gave rise. After a brief summary of the origins of cognitivism, the ontological and methodological principles which define it are described. The relationship that exists between computers and the functionalist idea of considering the mind as a system whose elements are characterized by their functions, and not by their material make-up is then presented. The paper concludes with a discussion about the nature (...) and the name of the discipline generated by cognitivism, the suggestion being that it is a proto-science, to which the name "cognitive studies" is preferable to "cognitive science".O objetivo da comunicação é caracterizar uma escola de pensamento-o cognitivismo-e a disciplina a que ela deu origem. The aim of the paper is to present the historical context and the motivation of an investigation still in progress, together with a sketch of some of its results. It starts with a brief description of the nature and history of cognitive science. The relation of cognitive science to logic is then considered, from which consideration a conception of logic as a descriptive and mentalist discipline emerges. Such conception clashes with Frege's antipsychologism. The purpose of the investigation is to refute (...) Pretendemos com este artigo apresentar a arte na filosofia nietzschiana como detentora de afirmação da vida e fidelidade à Terra. Igualmente, descrever como sua manifestação proporciona ao homem novos significados da vida, em razão do seu caráter de criação e valoração proveniente da vontade de poder que o filósofo esquematiza como um valor superior aos valores predeterminados. Como um dos pilares de sua filosofia, Nietzsche ao apresentar a doutrina do eterno retorno como uma opção de formação de caráter, e não (...) como uma confirmação cosmológica, afirma que não é o homem que se valoriza através da vida, mas a vida se afirma através do homem. Neste sentido, questionamos como que para Nietzsche a arte pode se apresentar como uma força que sobrepõe às ações, os instintos e sentimentos do homem que, com a crise dos valores, passou a não mais ter como referência a ideia cristã de um Deus criador absoluto. Nietzsche descreve que livrar a humanidade da sombra de Deus equivale a um procedimento de aniquilamento dos valores cristãos, e não dos instintos e sentidos humanos. Ao descrever a arte como uma proposta de afirmação da vida e fidelidade à Terra, Nietzsche apresenta a diferenciação que deve existir entre um niilismo que nega a vida e uma atitude que se apropria da vida, afirmando-a. Since its publication, there has been no lack of attacks directed against the criterion of refutability - the solution proposed by Popper for his problem of demarcation. A more fundamental criticism is raised in the present paper: its target is the problem of demarcation itself. It is shown first that Popper's work contains not one, but two distinct and incompatible problems of demarcation. An analysis of Popper's anti-essentialism is the starting point for the demonstration of the main thesis of the (...) paper, namely, the thesis that the problem of demarcation should be dismissed, given that it is part of a scientistic approach to the question of the value of the sciences.Desde sua publicação, não têm faltado ataques ao critério da refutabilidade - a solução proposta por Popper para seu problema da demarcação. A crítica do presente artigo é mais fundamental: seu alvo é o próprio problema da demarcação. Como preliminar, mostra-se haver na obra de Popper não apenas um, mas dois problemas da demarcação, distintos e incompatíveis. Uma análise do antiessencialismo de Popper é o ponto de partida para a demonstração da tese central do artigo, a saber, a tese de que o problema da demarcação deve ser abandonado, por ser parte de uma abordagem cientificista da questão do valor das ciências. The problem of induction is formulated as a set of three questions, namely: ‘What is the nature of the attitude of acceptance that we adopt in relation to certain theories?’ ‘What are the rules according to which we select those theories which we accept?’ and, ‘What is the justification for the adoption of those rules?’. Our goal was to explore self‐care practices among men who have sex with men in the context of Mpox in Brazil. This study used qualitative research methods, including interviews and thematic analysis, to collect and analyze data from male participants across the Brazilian territory. The narratives unveil men's perspectives on self‐care, risk reduction, and health beliefs during the Mpox pandemic. Our findings highlight a multifaceted approach to self‐care among men, encompassing hygiene, physical contact management, mask usage, skin lesion vigilance, and (...) adherence to official guidelines. Men's attitudes toward sexual behaviors emphasize the importance of reducing sexual partners, practicing safe sex, and combating misinformation through accurate information dissemination. The development of these behaviors and self‐care practices can be facilitated by nurses guided by Dorothea Orem's Self‐Care Theory, supported by patient‐centered care, with strategies to address and confront the stigma associated with the disease and provide emotional support. Thus, the study underscores the pivotal role of self‐care in mitigating infection risks, especially in the context of emerging infectious diseases. It acknowledges the impact of socio‐cultural factors and healthcare policies on men's preventive measures. However, it also recognizes limitations, such as potential bias due to stigma concerns and a nonrepresentative sample. Ultimately, the research advocates for tailored education, promotion of gender equity, and healthcare empowerment to effectively manage health risks in such contexts. (shrink)

O objetivo deste artigo é analisar a ampliação do conceito de cidadania em sua aplicação aos animais não-humanos e a relação com a ideia de sociedade decente e civilizada. Para isso, parte-se das discussões sobre os direitos dos animais na obra Zoopolis: a political theory of animal rights, de Sue Donaldson e Will Kymlicka. Ao contrário de teorias que enfatizam basicamente os aspectos negativos dos direitos animais, ou seja, o direito de não sofrer danos, não ser torturado etc., o presente (...) trabalho fundamenta um aspecto mais positivo do direito, priorizando deveres e obrigações em relação aos animais para além da perspectiva ética. Essa questão leva ao desenvolvimento de uma perspectiva política do conceito de cidadania aplicado aos animais partindo do princípio de que os espaços geográficos e públicos são compartilhados e, assim, as inter-relações entre humanos e animais são inevitáveis. Nesse sentido, o presente artigo analisa esse conceito de cidadania animal e o reflete juntamente com os conceitos de humilhação e sociedade decente e civilizada de Avichai Margalit. Por fim, busca-se fundamentar uma perspectiva homo-zoopolitica da sociedade que inclua os animais nos princípios políticos. (shrink)

Parte-se da reflexão sobre o papel da imaginação na sociabilidade e na simpatia moral, segundo Adam Smith. Para o autor, a capacidade de compreender e sentir o que ocorre com o outro exige um exercício imaginativo. Smith considera que a simpatia moral está (...) inseparável da imaginação. Essa questão é ampliada a partir do conceito de imaginação literária ou narrativa desenvolvido por Martha Nussbaum. Para a autora, a capacidade da imaginação pode ser cultivada através da literatura, pois ela possibilita a experiência de vivenciar emoções e compreender situações alheias. Isso promove e amplia uma imaginação moral capaz de proporcionar um entendimento mais amplo das relações humanas. Assim, este artigo sustenta que as humanidades e, em especial, a leitura literária, propicia uma espécie de experiência moral e uma reflexão ética e política. Isso confere à literatura um valor educacional, pois ela é capaz de promover as qualidades de uma cidadania condizente com a sociedade democrática pluralista e cosmopolita. A proposta aqui desenvolvida oferece elementos para se pensar a ética, a política e a educação na sociedade atual, valorizando e resgatando as humanidades e a cultura literária. The relation between imagination, morality, politics and literature: an analysis from Adam Smith and Martha Nussbaum Abstract: This article analyzes the relation between imagination, morality and politics through literature. We start with a reflection on the role of imagination in sociability and moral sympathy, as understood by Adam Smith. For the author, the ability to understand and feel what happens to another requires an imaginative exercise. Smith considers that moral sympathy is inseparable from the imagination. This question is amplified from the concept of literary imagination or narrative developed by Martha Nussbaum. For the author, the capacity for imagination can be cultivated through literature, as it allows the experience of emotion and understand other people´s situations. This promotes and broadens a moral imagination, capable of providing a broader understanding of human relationships. Thus, this article maintains that the humanities and, especially, literary reading, provides a kind of moral experience and an ethical-political reflection. This gives literature an educational value, as it is capable of promote the qualities of a citizenship consistent with the pluralist and cosmopolitan democratic society. The proposal developed here offers elements for thinking about ethics, politics and education in today's society, valuing and rescuing the humanities and literary culture. Esta pregunta se amplifica desde el concepto de imaginación literaria o narrativa desarrollada por Martha Nussbaum. Para el autor, la capacidad de imaginación se puede cultivar a través de la literatura, ya que permite a las personas experimentar emociones y comprender las situaciones de otras personas. Esto promueve y amplía una imaginación moral capaz de proporcionar una comprensión más amplia de las relaciones humanas. Así, este artículo sostiene que las humanidades, y especialmente la lectura literaria, proporcionan una especie de experiencia moral y una reflexión ético-política. Esto le da a la literatura un valor educativo, ya que es capaz de promover las cualidades de una ciudadanía consistente con la sociedad democrática pluralista y cosmopolita. The coronavirus disease 2019 pandemic is altering dynamics in academia, and people juggling remote work and domestic demands – including childcare – have felt impacts on their productivity. Female authors have faced a decrease in paper submission rates since the beginning of the pandemic period. The reasons for this decline in women’s productivity need to be further investigated. Here, we analyzed the influence of gender, parenthood and race on academic productivity during the pandemic period based on a survey answered by (...) 3,345 Brazilian academics from various knowledge areas and research institutions. Productivity was assessed by the ability to submit papers as planned and to meet deadlines during the initial period of social isolation in Brazil. The findings revealed that male academics – especially those without children – are the least affected group, whereas Black women and mothers are the most impacted groups. These impacts are likely a consequence of the well-known unequal division of domestic labor between men and women, which has been exacerbated during the pandemic. Additionally, our results highlight that racism strongly persists in academia, especially against Black women. The pandemic will have long-term effects on the career progression of the most affected groups. The results presented here are crucial for the development of actions and policies that aim to avoid further deepening the gender gap in academia. (shrink)

The concept of the "linear model of innovation" was introduced by authors belonging to the field of innovation studies in the middle of the 1980s. According to the model, there is a simple sequence of steps going from basic science to innovations - an innovation being defined as an invention that is profitable. In innovation studies, the LMI is held to be assumed in Science the endless frontier , the influential report prepared by Vannevar Bush in 1945. In this paper, (...) it is argued that: the LMI was introduced with critical purposes, as part of the questioning of the conception of science and the proposals for science policies put forward in Sef; at a first level of analysis, the LMI appears as a straw man, defended neither in Sef, nor anywhere else; the LMI is a weapon against the importance attributed to basic science in Sef, and its defense of the financing of basic research by the state; the LMI is a component of the process of commodification of science promoted by neoliberalism. The theme of the paper is the phenomenon which Popper labelled `Oedipus effect', and its implications for the anlytical-positivist epistemology, especially for the Principle of the Unity of Science. A seguir, num exercício de construção de pontes conceituais entre o discurso filosófico e o político sobre a ciência, desenvolve-se uma análise do pronunciamento do novo titular do Ministério da Ciência e Tecnologia do Brasil, feito por ocasião de sua posse. RESUMO O tema do artigo é a proliferação de más condutas na ciência que vem ocorrendo nas últimas décadas, designada ao longo do texto pelo termo "a epidemia". As más condutas são violações de normas éticas da ciência, sendo os tipos mais importantes as várias modalidades de fraude, e de falsidades autorais. O artigo divide-se em seis seções. Na primeira, apresenta-se o tema e alguns esclarecimentos terminológicos. Na segunda, são expostas as evidências que corroboram a existência da epidemia. A terceira (...) versa sobre a reação à epidemia, caracterizando sua dinâmica, marcada pelo conflito entre duas posições: a moralizadora, que aplica o tratamento moralizador no combate à epidemia; e a negacionista, que tende a negar a existência da epidemia e que resiste às medidas moralizadoras. A quarta seção versa sobre as causas da epidemia, introduz uma distinção entre produtivismo e producionismo e propõe uma análise das formas como o produtivismo fomenta as más condutas. A quinta consiste em uma crítica ao tratamento moralizador, fundamentada em suas inadequações, principalmente sua ineficácia. Na conclusão, procura-se dar uma ideia de qual seria uma alternativa satisfatória ao tratamento moralizador. ABSTRACT The article deals with the proliferation of violations of ethical norms of science, that started to develop a few decades ago. It will be referred to as "the epidemic". The most important types of these violations are varieties of fraud, and such forms of author misconduct as plagiarism, self-plagiarism, etc. The article is divided into six sections. In the first, the topic is introduced and some terminology clarified. In the second, evidence is presented which corroborates the existence of the epidemic. The third deals with the reaction to the epidemic, by characterizing its dynamics in terms of being dominated by conflict between two positions: the moralizing one - which promotes the application of the moralizing treatment to combat the epidemic; and the negationist one - which tends to deny the existence of the epidemic, and resists the moralizing measures. The fourth explores the causes of the epidemic. A distinction is introduced between productivism and productionism, and an analysis is proposed of the ways productivism fosters violations of ethical norms of science. The fifth consists of a critique of the moralizing treatment, based on its inadequacies, mainly its inefficacy. The conclusion points to an alternative to the moralizing treatment. (shrink)

In his introductory textbook, Philosophy of natural science, Hempel presents, as an illustration and a starting point for an analysis of the processes of inventing and testing scientific theories, an account of the researches of Semmelweis the Hungarian physician who, in the middle of the xixth century, discovered the cause of puerperal fever and an effective method of prevention. The account does not involve anything that is factually untrue, but it is quite succinct, leaving out many important aspects of the (...) case. Our thesis is that, although those omissions are justified in view of the aims of the account, they are also convenient to Hempel, because they help to propagate an image of science which goes much beyond the processes of invention and test. It is an image which reflects the positivist conception of science, and thus, whatever the intentions of the author, contributes to the dissemination and strengthening of that conception, but which, at least in this case, does not correspond to reality. To demonstrate the thesis, we give an account of the parts of Semmelweis's story omitted by Hempel, and we show how they do not fit in with the positivist image of science. Along the way, we distinguish three types of critique of positivist historiography: the Kuhnian, the post-modern, and the engagé. The basic assumption present in these articles is that naturalism is highly compatible with a wide range of relevant philosophical questions and that, regardless of the classical problems faced by the naturalist, the price paid in endorsing naturalism is lower than that paid by essentialist or supernaturalist theories. Yet, the reader will find a variety of approaches, from naturalism in Moral Philosophy and Epistemology to naturalism in the Philosophy of Language, Philosophy of Mind and of the Aesthetics.

BackgroundThe ARRIVE (Animal Research: Reporting of In Vivo Experiments) guidelines are widely endorsed but compliance is limited. We sought to determine whether journal-requested completion of an ARRIVE checklist improves full compliance with the guidelines.MethodsIn a randomised controlled trial, manuscripts reporting in vivo animal research submitted to PLOS ONE (March–June 2015) were randomly allocated to either requested completion of an ARRIVE checklist or current standard practice. Authors, academic editors, and peer reviewers were blinded to group allocation. Trained reviewers performed outcome adjudication (...) in duplicate by assessing manuscripts against an operationalised version of the ARRIVE guidelines that consists 108 items. Our primary outcome was the between-group differences in the proportion of manuscripts meeting all ARRIVE guideline checklist subitems.ResultsWe randomised 1689 manuscripts (control: n = 844, intervention: n = 845), of which 1269 were sent for peer review and 762 (control: n = 340; intervention: n = 332) accepted for publication. No manuscript in either group achieved full compliance with the ARRIVE checklist. Details of animal husbandry (ARRIVE subitem 9b) was the only subitem to show improvements in reporting, with the proportion of compliant manuscripts rising from 52.1 to 74.1% (X2 = 34.0, df = 1, p = 2.1 × 10−7) in the control and intervention groups, respectively.ConclusionsThese results suggest that altering the editorial process to include requests for a completed ARRIVE checklist is not enough to improve compliance with the ARRIVE guidelines. Other approaches, such as more stringent editorial policies or a targeted approach on key quality items, may promote improvements in reporting. (shrink)

[...] Como nasce o Novo, lançado em 2018 pela editora Todavia, de autoria de Marcos Nobre. O livro é um trabalho raro de tradução e exegese de um trecho central de um clássico da Filosofia alemã e mundial, Fenomenologia do Espírito, de G. W. F. Hegel. Esta obra pode interessar tanto ao leitor inicial quanto ao especialista no sentido estrito do termo. A obra se divide em ao menos três partes principais, 1) uma “Apresentação” de toda a problemática envolvida (...) nesta obra fundamental de Hegel; 2) A tradução da Introdução à Fenomenologia do Espírito, que se faz acompanhar do texto original, sinopticamente disposto; 3) a Análise e comentário do texto, que é completada com a divisão esquemática do texto e com quadros sinópticos da divisão proposta, bem como de uma tábua de termos da tradução adotada. Em cada uma dessas partes, Marcos Nobre explicita seu método e deixa ao leitor opções para seguir ou não os passos do autor, isto é, há um “Manual de instruções” em cada uma das etapas, tornando a obra bastante democrática e aberta. O livro nos é apresentado já mediante a polêmica, ao que tudo indica infindável, a respeito do “lugar” da Fenomenologia do Espírito na organização sistemática da obra de Hegel. O trabalho minucioso de Marcos Nobre expõe todas as jogadas possíveis desse jogo aberto; realça nuances extremamente sutis entre as interpretações, e consegue fazer o leitor ter a certeza de que só está na largada de uma longa viagem.
